KST Institute is a hybrid infrastructure authority — engineering, advisory and independent technical authority — headquartered in Pristina, serving the Western Balkans and EU perimeter.

01 · Who we are

An EU-aligned, ESG-driven infrastructure authority.

KST Institute is Kosovo's independent technical authority — a privately-held institution structured to deliver engineering, advisory and independent technical work at the standards expected by the European Union and international financial institutions.

Originally incorporated on 3 May 2016 as MSC Group SEE Ltd., the company was reorganised, rebranded and repositioned as KST Institute Ltd. — converting nearly a decade of engineering, advisory and infrastructure track record into a full institutional authority built for EU and IFI delivery.

Our mandate spans the full infrastructure lifecycle — from planning and feasibility to design, supervision, inspection, operation and decarbonisation — integrated with infrastructure economics and EU programme delivery.

Our role is to move infrastructure from political announcement to bankable, EU-compliant delivery — with the independence that regulators and lenders require.

KST Institute is and operates as an independent body. The Institute does not hold shareholdings in projects it assesses, does not accept contingent fees on assessment outcomes, and does not engage in any activity that would compromise the integrity of its inspection, audit, certification or advisory work.

Building an institution.

The Institute's story begins in 2016 with the incorporation of MSC Group SEE in Pristina. Nearly a decade of engineering and advisory track record was then reorganised, rebranded and repositioned as KST Institute — a full institutional authority built for EU and IFI delivery.

  1. 03 May 2016

    MSC Group SEE Ltd. incorporated

    Incorporation of MSC Group SEE Ltd. in Pristina, Republic of Kosovo — the legal predecessor of KST Institute. Registered at Str. Xhavit Mitrovica nr.30.

  2. 2016 – 2024

    Track record across engineering & infrastructure

    Nearly a decade of engineering, consulting and infrastructure delivery in Kosovo and the Western Balkans, across energy, transport, built environment, industrial and water sectors.

  3. 2025

    Strategic reorganisation

    Institutional model redesigned around three interlocking layers — Divisions (delivery), Centers of Excellence (authority), Corporate Functions (governance) — to align with EU and IFI institutional expectations.

  4. 2026

    Rebrand to KST Institute Ltd.

    Formal rebranding from MSC Group SEE Ltd. to KST Institute Ltd. Launch of 10 Divisions, 12 Centers of Excellence and KST Academy — the full institutional offering.

  5. 2026

    Accreditation roadmap launched

    ISO 9001 Quality Management System operational. Inspection and Laboratory Centers of Excellence enter the ISO/IEC 17020 / 17025 accreditation pipeline.

  6. 2027+

    Accreditation milestones & first integrated report

    Progressive completion of 17020 / 17025 / 17021 / 17065 accreditation programmes; inaugural integrated report (CSRD / ESRS-aligned).
